Whatever you upgrade, the town service building will level up by 1. For example, you unlock 6 slots, level up coins 1 time and experience points/reputation points 1 time, so that building is level 8.
Strategy 1: Upgrade slots of each town service building to serve more town visitors.
This is the obvious strategy you must know. Every time you have a new town service building, the first thing you need to do is collect building materials to upgrade its slots. Strategy 2: Upgrade Hay Day town train station and town hall to hold more townies.
After you have unlocked all slots of town service buildings, your town has the ability to serve more visitors. So the next thing you need to do is to upgrade Hay Day town train station and town hall to get and hold more town visitors.
Upgrade town train station so that the town train can bring more town visitors every 6 hours.
The upgrade of town hall means that you could hold more visitors at the same time. In other words, even though you can’t serve all town visitors before the next train send new townies sometimes, you can still have them as you have a big capacity to hold.
